You are asking a question asked by many people who want to get into metal detecting. I have to make a couple of presumptions given the information you give me.
1. The most important one, is that the water you will detect in is fresh water and not sea water. If you want a metal detector to detect in sea water, save your money until you are well over $500 for a machine that will satisfy your needs.
2. There is a local dealer near where you live who will help you.
If you are detecting in shallow fresh water, and do not intend upon submurging your detector (only the coil and shaft), you should look at a Garrett ACE 250. This machine is easy to operate, very forgiving to newbys and very reasonably priced. http://www.garrett.com/
If you intend upon detecting in the surf (again fresh water) and you worry you may get your machine wet, look at the “Wader” from Detector Pro. http://www.detectorpro.com/headhunter-wader.htm.
