ok what do i need to go treasure hunting in the sea? like can i hire somebody..i need info

I have to argue this in class and i’m not having luck finding info.! plz help me!
my job is to ARGUE this i know they need 2 be legal that is why i am having trouble w/ this help plz!! thanks!

I found this today while metal detecting and after searching the internet so far have not been able to find much info about it. The pendant has flowers on it and is gold plated. The watch inside the pendant says Endura under the top numbers and swiss made below the bottom numbers. I have included some pictures with this if that helps any.

I.m looking for good info. from gold hunting hobbiests in Nv. that actually hunt gold today. My friend bought about 40 acers near Dayton NV. He is by comstock,gold hill area. He only recently started looking around last week. He took his lap top with him and was able to show me live feed of it using a web cam. There is old iron stove parts ,etc. laying around the mouth of the horizontal mine hole.The mine is about 5 and a half feet high by about 5 ft. wide and is dug back about 100 ft. or so.Lots of old broken bottles etc. that shows there was a camp there back in the day. He followed an old dried up creek bed that led straight up to the mine. We want to go with metal detectors and “dry sluice” and look in and around the old mine for gold that could still be there. I am currantly researching as much info. as I can on line about gold,that area of NV. etc. We are looking for very solid advice from some old timers that could help us in maximizing our efforts.

The staff who failed to inform students after the first killings. The police who supposedly didn’t act quickly enough. The media who gave us and students info. that they WERE NOT SURE OF that morning (like they had someone in custody when he was still on the loose), remember students were watching the news. The school counslers who didn’t take his distrubing english papers seriously enough. People around him who didn’t notice he was acting suspcious. People who may have teased him or bullied him to send him over the edge. The govt. for not having stricter gun laws. The president of the univ. Our schools for not having more security and metal detectors at dorms and classroom buildings. Or someone else? I blame all except the police who I think did the best they could.
